おそらく、ファイル内の設定行にタイムゾーンを設定する必要がありますphp.ini。php.ini ファイルに次のようなブロックがあるはずです。
[Date]
; Defines the default timezone used by the date functions
; http://php.net/date.timezone
date.timezone = America/New_York
そうでない場合は、追加します（タイムゾーンを自分のものに置き換えます）。設定後、必ず httpd ( service httpd restart) を再起動してください。
