LocalDateTimeタイムゾーンのない日付と時刻です。フォーマットにタイムゾーン オフセット フォーマット シンボルを指定しましたが、LocalDateTimeそのような情報がありません。そのため、エラーが発生しました。

タイムゾーン情報が必要な場合は、ZonedDateTime。

DateTimeFormatter FORMATTER = DateTimeFormatter.ofPattern("yyyyMMdd HH:mm:ss.SSSSSS Z");
ZonedDateTime.now().format(FORMATTER);
=> "20140829 14:12:22.122000 +09"
