提案通りArrowchesterの口コミ、rdnssdパッケージを削除します。
sudo apt-get remove rdnssd
これによりDebian 9にアップグレードすることができました。
このパッケージはDNS自動設定デーモンです。私のシステムでは、Network Managerの設定を上書きするだけで定期的にDNS設定が中断されます。 （アップグレードのトラブルシューティング方法に関する情報の取得中にDNSの問題を引き起こしたのはまさにこのパッケージでした
）rdnssdない可能性が高いです。
