NetworkManagerとwpa_supplicantの両方が実行されていることを確認しました。 Intel 9560-ac Wi-Fiカードを搭載したノートブック（Inspiron 7590）にも同様の問題があります。 wpa_supplicantをNetworkManagerに置き換えた後の問題が解決されました。その前に私はインターネット上ですべての提案を試しましたが、成功しませんでした。
編集：問題は複数のdhcpcdクライアントです。これで、システムはwpa_supplicantに対しても安定しています。
