pingは正常に機能しますが、あるLinuxサーバーから別のLinuxサーバーにSSH経由で接続することはできません。

これをどのように説明できますか？
これまでのところ、次のことを確認しました。
ポート22 - 開いている（Telnet経由で確認済み）、ファイアウォールが停止している、iptablesでも同じ
