SLES11.4サーバーにパッケージをインストールしたいです。

だから、"zypper ref -f"を実行しました。

パッケージはインストールされていますが（他のリポジトリでは、このfoobar_commonはパッケージを提供していません）、パッケージがインストールされた後にzypperの終了コードを0に設定する必要があります。
