xfce4設定マネージャ（Menu > Settings > Settings Manager）を開き、キーボードのアイコンをクリックし、タブに切り替えてLayout選択を解除し、[追加]Use system defaultsボタンをクリックします。
/usr/share/X11/xkb/symbols/これが機能しない場合は、表示されるように追加する必要があります。
