locales問題は何とか新しいバージョンのパッケージをインストールしたことです（または少なくともdpkgが利用可能であると確信していました）。 Stretchで利用可能なバージョンはのみに依存しますlibc-bin (>> 2.24)が、出力にはapt表示されるバージョンがに依存すると表示されますlibc-bin (> 2.27)（依存関係と出力の使用法に矛盾があると言えます。dpkgこの場合はすべて同じことを意味します）。>>apt>
パッケージlocalesは必須ではないので、削除して再インストールしてみましょう。ロケールをたくさんコンパイルすると、時間がかかることがあります。
