dpkgUbuntuシステムの構成、path-exclude=/usr/share/man/*つまり/etc/dpkg/dpkg.cfg.d/excludesdpkgいいえマニュアルページをインストールします。
本当にマンページをインストールしたい場合は、その行を削除してパッケージを再インストールしてください。
