@GAD3Rのおかげで問題が見つかりました。問題は、最初に/ usrとそのサブディレクトリの権限を変更し、システムが安全でなくなり、「other」への書き込み権限でパッケージのインストールに失敗したことです。
それで面倒なUbuntuの隣に別のUbuntuを設置してみました。
