rsync - 最上位ディレクトリ時間を省略する

私の考えでは

rsync -avh /usr/local/ remote:/usr/local/

そして得た

rsync: failed to set times on "/usr/local/.": Permission denied (13)
./

サブディレクトリのディレクトリ時間を同期できますが、最上位ディレクトリは同期できませんか？

私はmacOSを使用しており、/usr/localはSIPで保護されているのでsudo動作しません。
