libeventを次のようにインストールしました。
libevent-2.1-6/now 2.1.8-stable-4 amd64 [installed,local]
Asynchronous event notification library
libevent-2.1-7/now 2.1.11-stable-1 amd64 [installed,local]

libevent-core-2.1-7/now 2.1.11-stable-1 amd64 [installed,local]

インストールされているパッケージと競合するため、PPAを削除する必要があります。私のシステムでは、apt policy tor次のものが返されます。
tor:
Installed: (none)
Candidate: 0.4.1.6-1+b1
Version table:
0.4.1.6-1+b1 500
500 http://http.kali.org/kali kali-rolling/main amd64 Packages
アンインストールして実行すると、sudo apt updateTorをインストールできます。他のPPAをインストールしていない限り/etc/apt/sources.listファイルには次の内容だけが必要です。
deb http://http.kali.org/kali kali-rolling main non-free contrib
# deb-src http://http.kali.org/kali kali-rolling main non-free contrib
