変更は覚えていますが、日付は覚えていません。それ〜らしいそれが2007年でした。記事によると、relatimeは2.6.20で利用可能であり、それ以降のいくつかのバージョン（2.6.24）ではデフォルトのオプションになったという。

Make relatime default

Change the default behaviour of the kernel to use relatime for all
filesystems. This can be overridden with the "strictatime" mount
option.
