sedを使用してxmlファイルの内容をコメントアウトする方法は？

Tomcatサーバーを設定するためのbashスクリプトを作成しています。context.xmlファイルに何かコメントを付ける必要があります。 sedを試しましたが、内容が一致しませんでした。

コマンドはエラーなしで実行されましたが、元のファイルでは何も変更されませんでした。問題は新しい行と余分なスペースが原因だと思います。新しい行の解決策を見つけましたsedを使用して複数行の文字列を置き換える方法は？スキップするスペースを追加しましたが、\s*まだ機能しません。選択肢が見つかりません。

これを達成する簡単な方法はありますか？それとも私のコマンドに問題があるのでしょうか？
