成功した起動メッセージにもかかわらず、Hostapdは起動しません

私はUbuntu 20.04.1 LTSでHostapdを実行しています。サービスとして実行するように設定されています。少なくとも私の考えではそうです。

システムを再起動するたびに、ステータスが正しく実行されていると表示されます。

しかし、どのWi-Fiデバイスでも私のホットスポットは表示されません。

次のコマンドを実行すると：
service hostapd restart

うまく機能し、Wi-Fiが表示されます。クリーンブートに表示されているのと同じブートメッセージです。

ブートログに実行中とマークされていますが、なぜ機能しないのですか？
