sambaインストールの有無のみを確認してみました。smbwithを含むパッケージ名も確認するとき
apt list --installed | grep smb
パッケージが欠落していることがわかりましたsmbclient。このパッケージをインストールすると問題が解決しました。
apt install smbclient
