Packer-plugin-qemu、qcow2形式を選択しましたが、Boxタイプは生です。

操作が完了した後にpacker buildファイル形式を確認したときにqcow2形式を選択したqemu-imgにもかかわらず、virt-installどちらもファイル形式が生であると言いました。

Packager ビルドコマンドの直後に qemu-img コマンドを実行します。
