iptablesルールを追加できないのはなぜですか？

iptables -I INPUT -i ppp0 --dport 21 -j DROP構文的に間違っているので（プロトコル仕様が不足している）、静かに失敗すると仮定できます。これは正しいです：
iptables -I INPUT -i ppp0 --dport 21 -j DROP -p tcp
だから一度試してみてください。
