sudo mkdir /var/pgsql_socket/
sudo ln -s /private/tmp/.s.PGSQL.5432 /var/pgsql_socket/
この解決策は少しトリッキーですが、うまくいきます。誰かがもっと良い解決策を持っていることを願っています

同様の問題がありました。pid ファイルが postgres の起動をブロックしていました。修正するには:
$ rm /usr/local/var/postgres/postmaster.pid
$ brew services restart postgresql
そしてすべてはうまくいく。

Apple M1 (Big Sur) ユーザーの場合は、代わりに次の操作を行ってください。
$ rm /opt/homebrew/var/postgres/postmaster.pid
