現在マシンにインストールされている TeamCity でテストを実行しようとしています。

System.Data.EntityCodePlex で EF6 へのアップグレードが提案されているように、私のプロジェクトでは何も参照されていません。

したがって、なぜこの例外が発生するのかわかりません。VS からテストを実行すると、このような例外は発生しません。

CopyLocal を false に設定してから再度 true に設定しようとしましたが、それでも機能しないようです。

同じ問題ですが、Nuget 経由で EF 6 をインストールしました。別の実行可能ファイルには EntityFramework.SqlServer がありませんでした。そのプロジェクトに NuGet パッケージを追加するだけで済みました。
