Spring Boot 1.1.5 と 1.1.6 の両方でこの問題が発生しています。@Value アノテーションを使用してクラスパス リソースをロードしていますが、STS (3.6.0、Windows) 内からアプリケーションを実行すると正常に動作します。ただし、mvn パッケージを実行してから jar を実行しようとすると、FileNotFound 例外が発生します。
リソース message.txt は src/main/resources にあります。jar を検査し、最上位レベル (application.properties と同じレベル) にファイル "message.txt" が含まれていることを確認しました。

resource.getFile()リソース自体がファイルシステム上で利用可能であることが想定されており、jarファイル内にネストすることはできません。これが、STS (Spring Tool Suite)でアプリケーションを実行するときには機能しますが、アプリケーションをビルドして実行可能なjarから実行すると機能しない理由です。getFile()リソースの内容にアクセスするために を使用する代わりに、 を使用することをお勧めします。getInputStream()代わりに、リソースがどこにあってもそのコンテンツを読むことができます。
