私は Ruby のいくつかのバージョン (2.5.5、2.6.6、2.7.4、3.0.0) をインストールしようとしましたが、すべてのケースで同じエラーが発生しました。もちろん、各バージョンで同じエラーが発生しますが、この例ではバージョン 2.6.6 のエラーのみを記載しています。

OpenSSL 3.0 (Ubuntu 22.04 で使用できる唯一の OpenSSL バージョン) がインストールされているようです。

これは以前のOpenSSLバージョンからのメジャーアップデートであるため、OpenSSLを使用する多くのライブラリ(Rubyを含む)は、OpenSSLの変更されたAPIを使用するように適応する必要があります。OpenSSL 3.0がサポートされています。3.0.0openssl gemのバージョンから始めるこれは、Ruby バージョン 3.1.0 で初めてリリースされました。
