まず、dispatcher-servlet ファイルで次のようにリソースを宣言する必要があります。
<mvc:resources mapping="/resources/**" location="/resources/folder/" />
URL マッピング /resources/** を含むすべてのリクエストは、直接 /resources/folder/ を検索します。
ここで、jsp ファイルに次のように css ファイルを含める必要があります。
<link href="<c:url value="/resources/css/main.css" />" rel="stylesheet">
同様に、js ファイルを含めることもできます。
