これは OS 固有であり、これに対する統一された (または ANSI C) API はありません。
Linux の場合、最善の方法は /proc/net/route を解析し、Destination が 00000000 であるエントリを探すことです。デフォルト ゲートウェイは Gateway 列にあります。ここで、ゲートウェイ IP アドレスの 16 進表現 (ビッグ エンディアンだと思います) を読み取ることができます。
