githubはすべてのリクエストをhttpsにリダイレクトするので、問題はhttpsプロトコルにあるようです。 Ubuntu initrd（テストと信頼できる）がそれをサポートしていないか、キックスタートの実装にhttpsがありません。 httpを介してキックスタートファイルをダウンロードすると正常に動作します。
