Bluetoothアダプタを起動できません

Linux MintノートブックでBluetooth USBドングルを使用しようとしていますが、Bluetooth管理者はそれを検出できずに実行しています。

hciconfig hci0 up

Bluetooth USBドングル（hci0）の場合、結果は次のとおりです。
