sudo add-apt-repository ppa:oibaf/graphics-drivers
sudo apt update
sudo apt upgrade
sudo apt-get install ubuntu-desktop
依存関係が解決され、システム設定も戻ってきました。
同様の問題を抱えている人がいる場合：疑わしい項目があるかどうかを確認してください。

私の場合、oibaf ...エントリにUbuntu 18.04バージョンの「bionic」が含まれているので、ドライバを更新すると正しいストレージが提供され、すべての問題が解決されました。
