メソッドMainは静的です。静的メソッドから非静的メソッドを呼び出すことはできません。

GetRandomBits()

は静的メソッドではありません。インスタンスを作成する必要があります。Program

Program p = new Program();
p.GetRandomBits();

または作る

GetRandomBits()静的。
